You don't need to be a member to use the card.
You must be a Costco member to purchase or reload Costco Cash Cards. Members and non-members may use the cash cards to shop at any Costco location in the United States, Canada, Puerto Rico and online at Costco.com or on Costco.ca. Costco Cash balances may be used toward membership or merchandise

Does your Costco have a gas station you can use it there. I would usually gas is sooooo much cheaper there then anywhere near my house.

You have to put in your member card before you put in a card for payment. If she's not a member that won't work.

Since it is free money(I'm thinking it was a gift) Then why wouldn't you just go in and use it if like Debate says that you don't have to be a member? Maybe you could get kitty food or other essentials you might need? I'm just confused as to why you wouldn't use it? But maybe I'm missing something.

Ka, we join Costco about every other year to buy eyeglasses, tires, and other big ticket items. it would take months for me to spend $140 responsibly in the warehouse. I get most stuff cheaper elsewhere.
