Question on x off xx target coupons

In the past the x off xx coupons given by target worked when you bought gc other than the Target giftcards. Is this still the case?

I have one but no way will I get to $75 before it expires. Thought I might buy a phone card or kindle if they still have them.

Nevermind..I did try and it worked on the VM phone cards...which were already on sale. Yay

I am curious how you get the X off XX q's? Do they print at the register or am I missing something? TIA.
