Penny shopping is a funny animal. It requires patience & time. I can easily spend an hour in a store looking for penny items LOL
The basic gist: when items clearance out, they start at 25% off, then move to 50%, then 70%, then 90%. A few weeks after they go to 90%, they are supposed to be pulled off the sales floor. Whatever was supposed to be pulled goes to $0.01. When you buy penny items, a lot of cashiers will give you attitude. Some will try to tell you they can't sell it to you (not true).
2 weeks ago, they had a $0.25 sale on specific items. Last week, they went to $0.10. This week, they are a penny. IDK if that is typical, tho (that specfic sales cycle).
It takes a while for things to move from the 25% to penny cycle-like 8 weeks or more, I think.
Seeds & seed starters, I think, are currently 90% off. I picked up some sunflower seeds for $0.02/pack the other day. Stores CAN & DO run on different sales cycles. You may find something 25% off at one store, and 50% off at another store up the street.
I'll share a pic later of stuff I found for a penny on Wednesday.

Oh, and the discount structure sales start on Tuesdays. So Tuesdays is the best day to go.

On 08-27 I bought seed starting trays complete with the pellets and seeds for .15 each. I bought cherry/beefsteak tomato and green/jalepeno pepper. I also bought some herb seeds for .05 each.

I haven't read the whole thread so forgive me if this has been mentioned. There are 2 ct Papermate Inkjoy pens at DG for $1, use the MQ found in SS 2 Sundays ago to get them free.

I looked once woth no luck. No penny shopping for me :/ Certain times of the year are better than others. Think out of season clearance items. Also look for out of season packaging, like MLB packaging during NFL season.
